The Virginia Department of Criminal Justice Services completed an assessment in 2012 for the whole state and several local jurisdictions. Data was assessed from 2008 to 2010 for African American and Hispanic youth. Decision points assessed included intake, detention, probation, and confinement. Research methods included interviews and multivariate analysis.
