The Governor's Office of Crime Control and Prevention completed an assessment in 2011 for the state and several local jurisdictions. Data was assessed for 2008 for African American and Hispanic youth. Decision points assessed included arrest, referral, diversion, detention, petition, delinquent finding, probation, confinement, and transfer to adult court. Research methods included surveys, multivariate analysis, and descriptive statistics.
